Key Figures & Findings: Ghana’s Energy and Green Transition Minister, John Jinapor, has outlined a sweeping national energy agenda targeting both solar deployment and system efficiency. The strategy includes 12,000 net-metered rooftop solar PV installations, 35 mini-grids for 47 island communities, and over 1,450 solar home systems for off-grid populations and public institutions. The Volta River Authority (VRA)—a major state-owned utility—is spearheading a 30MW floating solar project at the Pong Hydro Reservoir with support from German development bank KfW. In parallel, Bui Power Authority is developing a separate 25MW floating plant, signaling a pivot toward hybrid energy solutions. The Ministry is also collaborating with the International Solar Alliance to train local talent, while launching policies for electric mobility and clean cooking.
