Somaliland Launches EPC Solar Tender

Key Figures & Findings: The Government of Somaliland, backed by World Bank financing under the Somali Electricity Sector Recovery Project, has launched a tender for the design, supply, and commissioning of a hybrid solar and storage facility in Borama. The project, intended for Awdal Electric Company (AEC), aims to boost regional energy access and reliability through renewable infrastructure. The tender covers both the 8 MW solar plant and supporting evacuation infrastructure, and is open until June 14, 2025. This marks a demanding energy infrastructure milestone for Somaliland, which has long faced energy access and reliability challenges, especially in remote areas like Awdal.
Statistics & Insights: The scope includes an 8 MW DC / 6.8 MW AC solar PV plant, a 20 MWh battery energy storage system (BESS), and a 5 km, 33 kV evacuation line. The World Bank will process the funding through its Direct Payment disbursement system.
Future Implications: If awarded and completed on time, the Borama solar hybrid plant could become operational by late 2026, setting a benchmark for donor-backed utility-scale solar in Somaliland. It may also unlock follow-on investments in off-grid and decentralized power solutions in underserved regions.
