Togo, World Bank Launch Dapaong Plant

Key Figures & Findings: Togo has officially launched construction on the 25 MWp Dapaong solar power plant on April 22, 2025, aligning with its 65th Independence Day celebrations. The project, located in Dalwak in the northern Savanes region, is being implemented by an internationally selected EPC contractor and forms part of both the World Bank’s RESPITE initiative and Togo’s PURS program. The government aims to extend grid access in remote areas while addressing regional energy access and development disparities. Funded by CFA 40 billion ($65 million) from the World Bank, the plant also features a 40 MWh battery storage system to guarantee supply after sunset and support grid resilience in northern Togo.

Insights: The 115-hectare plant is expected to electrify nearly 60 rural communities. It directly supports Togo’s target of achieving 75% electricity access by the end of 2025 and universal access by 2030.

Future Implications: By 2026, the Dapaong plant could help reduce reliance on costly fossil-based imports while ensuring year-round energy availability for underserved communities. The project may also serve as a blueprint for battery-integrated solar deployment across West Africa’s Sahel corridor.
